CBRN - Vulnerability Assessment and Protection of People at Risk; German version CEN/TS 16595:2013

Summary

The aim is to develop a CEN/TS for CBRN risk based management, which can be used as a methodology for measures and procedures for CBRN detection, decontamination, collective protection for emergency staff and mass protection for the citizens. The main areas are prevention/preparedness and consequence management. The actions are based on an all hazards approach, with a specific focus on terrorism and other security related risks. In the CBRN action programme, CBRN has been highlighted in view of the high risks in security and safety. Looking at the combination of threats, vulnerabilities and values to be protected, threats may be terrorist attacks with chemical, explosive and biological agents, or nuclear waste materials, or with conventional means on CBRN plants, causing a similar devastating effect on a potentially large scale. Major CBRN incidents may jeopardize the critical infrastructure, while emergency services will have great difficulty performing their response tasks.
