This document provides information and guidance to the Licensing Authority on the implementation of Annex 1 Standards related to the approval of flight crew training organizations. It describes the process through which approval is granted to a training organization, the contents of an application proposal to become an approved training organization (ATO), and the quality assurance system needed to maintain approval.
