IEEE Draft Recommended Practices for Learning and Employment Record (LER) Ecosystems

This document is a standard set of recommended practices for ecosystem-scale technical providers related to issuing, holding, and presenting Learning and Employment Records (LERs) for education and employment achievements and related data. It makes extensive normative and declarative references to other existing standards, open-source projects, and shared services.
This document provides recommended practices for learning and employment records related to ecosystem of:
1. Shared Services
2. Learning and Experience Record Store
3. Credential Publishers
4. Digital Wallets
5. Talent Marketplaces
A record of learning and employment provides information about an individual's learning experiences, credentials, and qualifications that have been issued to the individual/guardian that the individual/guardian can control how the information is presented and shared. A self-sovereign LER can be stored in a digital wallet application, or equivalent, with features to allow individuals to share all or part of their records with others. LERs can be created by the individual or by a third party known as an issuer. In addition, some LERs can be digitally verified with the issuer. The participants in this framework can include the entities that issue the record, those that support validation of the record, the subject and holder of the records, and as well as the organizations that will access LERs.
The purpose of the LER Recommended Practices is to provide standard implementation guidance for integrating relevant technical standards.
