The safety-critical nature of many Wireless Access in Vehicular Environments (WAVE) applications makes it critical that services operate as ubiquitously as possible. Since the security model for these applications make use of IEEE Std 1609.2 certificates, trust between devices that use these certificates is fundamental to these applications. However, the policies surrounding those certificates, including management and expectation of privacy concerns, certificate lifetimes, certificate re-use, misbehavior detection, revocation policies, and law enforcement access can vary depending on the legal framework under which the certificates are granted. This standard identifies and examines the policies that may drive potential incompatibilities, and specifies mechanisms to providing interoperability between jurisdictions with varying policies, and for establishing and maintaining trust under limited circumstances (e.g., by time, geo-location).
