This guideline applies to all car transporters which are suitable for the transport of passenger cars, minibuses, and light commercial vehicles with an actual weight below 4,0 t, and which are equipped as specified in this guideline. This guideline is intended for use by the drivers, owners and loaders of vehicles and vehicle-body builders. Responsibilities are derived from the national rules and regulations concerning road traffic and labour protection, as well as from the relevant laws and regulations of the EU member states.
