With the legislation of the Industrial Emissions Directive the term 'baseline report' was included into the Federal Immission Control Act (Bundes-Immisionsschutzgesetz - BImSchG). The application of the standard helps plant operators willing to operate in accordance with the Industrial Emissions Directive (2010/75/EU) to compile the requirements concerning the preparation of a report on the baseline conditions and thus to unify different requirements for approval and implementation. The standard refers to operators, consultants, contractors, experts, responsible authorities and third parties in the area of influence of scrap yards planned, built and operated in accordance with the Industry Emission Directive. This standard describes the state of the art for the preparation of a baseline report on scrap yards.
